Facebook, Instagram Leave Trump’s Threat About Shooting Minneapolis Protesters Unchecked
      By Todd Spangler from Variety

While Twitter put Donald Trump in a penalty box for a tweet advocating violence against crowds Minneapolis protesters, Facebook and Instagram for now have left up the same message from the president on their services without any similar warning.

Trump, responding to protests in Minneapolis over the death of George Floyd, a black man killed by city police, said in posts early Friday morning on Twitter, Facebook and Instagram that he had pledged military support to the state to quell the unrest. The president called the agitators in Minneapolis “THUGS” and concluded, “Any difficulty and we will assume control but, when the looting starts, the shooting starts. Thank you!”

Twitter, about two hours later, applied a warning label hiding Trump’s tweet that referenced “looting” and “shooting,” explaining that it violated the service’s rules about glorifying violence. Twitter cited “the risk it could inspire similar actions today” in explaining why it took the action.

Facebook representatives did not immediately respond to a request for comment. [UPDATE: CEO Mark Zuckerberg on Friday evening posted an explanation for why the social network did not remove Trump’s posts.]

The relevant portion of Facebook’s Community Guidelines reads, “While we understand that people commonly express disdain or disagreement by threatening or calling for violence in non-serious ways, we remove language that incites or facilitates serious violence. We remove content, disable accounts, and work with law enforcement when we believe there is a genuine risk of physical harm or direct threats to public safety.”

Facebook CEO Mark Zuckerberg has said the company will not fact-check political speech (including political ads). Perhaps angling to escape Trump’s wrath, Zuckerberg, in interviews that aired Thursday on Fox News Channel and CNBC, made a point in both appearances to highlight Facebook’s no-fact-check stance on political figures.

“We have a different policy I think than Twitter on this,” Zuckerberg said on Fox News’ “The Daily Briefing” show. “You know, I just believe strongly that Facebook shouldn’t be the arbiter of truth of everything that people say online… We’ve been pretty clear on our policy that we think that it wouldn’t be right for us to do fact-checks for politicians.”

The message was not lost on Trump, who quoted Zuckerberg’s comment about Twitter in social-media posts Thursday evening, adding the rhetorical question, “Did Twitter criticize Obama for his ‘you can keep your Dr.’?”

Trump has a smaller footprint on Facebook (29.5 million followers) and Instagram (19.9 million) than he does on Twitter, his favored platform, where he currently has 80.4 million followers.

Twitter’s move to apply fact-checking labels to a pair of inaccurate Trump tweets about mail-in ballots prompted the president to retaliate with an executive order seeking to rescind the legal protections social networks have under current U.S. law if they “censor” speech. Experts say Trump’s order is unconstitutional, representing a legal overreach by the executive branch.

Below are Trump’s posts on Facebook and Instagram warning that “when the looting starts, the shooting starts,” which evoked the same comment by Miami’s police chief in the late ’60s about suppressing civil unrest:

      View this post on Instagram

I can’t stand back & watch this happen to a great American City, Minneapolis. A total lack of leadership. Either the very weak Radical Left Mayor, Jacob Frey, get his act together and bring the City under control, or I will send in the National Guard & get the job done right. These THUGS are dishonoring the memory of George Floyd, and I won’t let that happen. Just spoke to Governor Tim Walz and told him that the Military is with him all the way. Any difficulty and we will assume control but, when the looting starts, the shooting starts. Thank you!

Facebook’s New App Wants Sports Fans Looking at Their Mobile Phones
      By Daniel Holloway from Variety

Facebook has created an app that’s designed to lure the eyeballs of sports fans from their televisions to their mobile devices.

The app, dubbed Venue, comes as fans increasingly watch games while holding a mobile device, or second screen, where they engage on platforms devoted to things like social media and sports betting.

It’s designed to be a place where viewers can interact with well-known personalities such as journalists or athletes. Venue, which is available on iOS and Android in the U.S., will debut during Nascar’s May 31 Supermarket Heroes 500.

Here’s how it works: The commentators will host a so-called venue for each event, where they’ll provide commentary, pose questions or polls and participate in chats tied to a specific moment in the game.

Fans will be notified when there’s a new moment, enabling viewers to participate if they want to.

For upcoming Nascar races, for instance, the commentators will include driver Landon Cassill.

Nascar is one of the few professional sports leagues staging events during the COVID-19 pandemic. Nascar’s return earlier this month drew more than 6 million viewers, making it Fox’s most-watched non-Daytona 500 race since 2017.

“Digital spaces can connect us when we can’t be together in person,’’ said Ime Archibong, head of Facebook’s New Product Experimentation Team, “and Venue is one way to feel the energy of watching live events with other fans.’’

The NBA and NHL paused their seasons in March and are mulling when, and how, to return. If games resume it’s unlikely to be with fans in the arena.

Mark Zuckerberg Worried for Facebook in Hong Kong After China’s Security Move
      By Patrick Frater from Variety

China’s move to insert a national security law into Hong Kong may create problems for U.S. social-media giant Facebook, founder and CEO Mark Zuckerberg said.

“We don’t offer our consumer services (in China). We’re just never able to come to agreement on what it would take to operate there. So I think we’re gonna have to watch the situation (in Hong Kong) closely,” Zuckerberg said in an interview that aired Thursday on Fox News Channel.

“Right now, people across Hong Kong really love our services,” Zuckerberg added. “They use WhatsApp, because it’s encrypted, and they know what’s going to be secure. So they can they know that they can… message each other safely, without being watched.”

China’s National People’s Congress on Thursday gave its approval to a draft security law that will apply in Hong Kong. This is the first time that the Communist Party-led mainland government has ever legislated directly for Hong Kong. The territory is supposed to have a “high degree of autonomy” for a period of 50 years running to 2047.

The draft law is intended to prevent any threat to Beijing’s authority in the city through secession, subversion, terrorism or foreign interference. It may allow mainland security forces to operate within Hong Kong, and is widely expected to curb personal liberty, such as freedom of assembly and freedom of speech. China’s own media is one of the most controlled of any country in the world and its own social media services are heavily censored.

“China has just approached the internet very differently from the U.S. and even Europe… they have different values. And that’s led to an internet framework that just… prizes different things. And that’s been very difficult and it’s certainly one of the reasons why we’re not in China today. We don’t offer our consumer services there,” Zuckerberg explained.

For several years, Zuckerberg went to considerable personal effort to court Chinese authorities, learning Mandarin Chinese, and even addressing conferences in the language. However, after meeting with an immovable object, he has retreated to a far more critical position.

He used the Fox News interview to warn that the Chinese internet sovereignty model could soon be spread, not just to Hong Kong, but also chosen by other countries. China’s high degree of control over the internet may be antithetical to Western governments, but that control is seen by other regimes as desirable.

“What we’re seeing is that a lot of these countries are figuring out what rules they want for the internet,” Zuckerberg said. “And a lot of them look at China and say, hey, it’s kind of nice that in China, the government gets so much control over what companies do… and can see everything that citizens are doing. Maybe we should adopt rules that are more like them…. I get very worried about that. I hope that 5-10 years from now, the rules of the internet are closer to what we have in the U.S. and Western democracies than what China is pitching.”

A source close to Roskomnadzor (Russia’s federal censor) told the newspaper Kommersant that the agency has submitted a writ of execution to court enforcement officers.
