Every small server on the network is a potential spammer or botnet member.
A villain creates accounts on thousands of servers, and then sends spam. This creates a burden.
You can have one user, but thousands of servers can be connected to it. One user will create a load equal to this thousand users.

We can not run the server Matrix,
because 4 core + 4GB is not enough for 700 users online.
