Ack, I've been in a stress ball so missed a thing.
HTTP isn't a Server -> client protocol, it's a two way sync/async protocol used for high reliability and timely transmissions, while also being used for server -> client.
The assumption of QUIC in general is that a client will request from as server and ask for data, and then ask for new data. Rather than asking for new data, and posting large blocks of high reliability data.
Asking for things like multi-gig file transfers over UDP is a bad idea, since you can't confirm all the contents came in (in fact, protocols like UDP are the reason we invented TCP).
Basically - it means the majority of clients will need to do HTTP/3 and HTTP/2 at the same time (fine), and a bunch of servers will need to move between the two. Facebook or Reddit will use HTTP/3, whereas Slack or Mediawiki will still need to use HTTP/2, leaving the ecosystem a mess. Basically because no one wants to use FTP, NTP, or any other real protocol.
