There's no national surge in antivaccination:

The real risk is lack of access to health care:

« If there’s a national story here, it should be this: The racial and social inequities in vaccination coverage did not end with the measles epidemic of 1989 to 1991. »

I recall a quote something along the lines of: Any revolution that involves people being murdered and homes burned and children crying out for their parents is not my revolution.

I thought it might be Vonnegut, but I haven't turned up anything in that direction.
