@jeremiah first question, that depends on what you meant by fundamental.
Eating, happiness, want power, no want robbery, are fundamental, shared by all. But, for example, views on ethics, justice, sexual practices, anal, age, etc vary widely.

on second question, so i think that the above example of fundamental values, e.g. want power, men want sex, women prefer loyalty, are biology induced.
