As someone who has family who did utility pole work, current laws are generally very anti-new service ('last man up the pole', or, if something happens the last company to touch the pole is responsible for replacement of it, utility laws that essentially monopolize whose company can even work on the pole so I.e. you'd have to get Comcast to install the lines, and lol good luck), would be a massive issue. It'd be more efficient to start on private buildings, honestly
