The managers said "distribute them evenly to anywhere you think Santa *may* be". DK, NO, SE, FI got the bulk, LT, EE, and LV got some too (if you knew these countries existed) (last 3 probably not as happy about a flood of foreign mail just months after breaking from USSR and rebuilding infrastructure!) Today they are handled internally in UK.
