You should be careful about what the Mastodon account on twitter is publishing; stating a patently incorrect position on AGPL compliance could put Mastodon at risk in a real enforcement action.
Additionally, threatening or engaging in an enforcement action against an instance admin who is following the AGPL correctly will cause problems with future enforcement.

AGPL compliance does not require protocol conformance; if Mastodon wishes for derivatives to have protocol conformance, a new license must be applied.
