Any change in copyright laws that shortened copyright terms on existing works would be deemed a "taking" from copyright holders and lead to lawsuits.

OTOH, a change in copyright laws that extends copyright terms on existing works is, in essence, a "taking" from the public's interest in the future public domain works that have been removed from that future public domain.

If only there were a way to structure a class action suit with proper standing...
