Captain Janeway had to stick as hard to Federation principles as Picard. Otherwise, she would have had a coup on her hands, either by the Maquis crew or someone like Tom Paris.
It was an interesting look at trying to apply beliefs made for a quadrant the Federation dominates to one where it doesn't exist.
