Nobody complained about the sysadmins more than the devs did, because sysadmins were the ones telling them they couldn't run bleeding-edge fresh-from-npm code on production systems. The devs wanted the New Features Right Now, and the sysadmins were in the way. So devs invented devops as a way to say "we don't need those old fuddy-duddies anymore, we can do it all."
