Have you activated the fastlane worker? Then there is one worker just to deliver things, while the other workers can care about the queue. Could be DB maintenance, or a directory cleanup/build cycle if you have activated such thing.

You can have a look into the workerqueue table, specifically the priority column to find out what priority level these queued jobs have.
