if we keep finding ourselves lecturing users of a social medium that there's a rule they must voluntarily follow or else risk ostracism

that's...maybe that's a hint the rule _isn't_ really voluntary, and ought to be codified to avoid confusion?

basically, maybe instead of complaining that people don't CW enough things--and sometimes it's not easy to tell when it's necessary--maybe the social medium should simply _enforce_ it?
