OK, for @allan and anyone else who was interested, here's "The Saga of the Squatter Who is Also a Landlord," the weird tale of what's been happening in the house next to mine.
I've probably forgotten some key details, but I tried to keep it relatively short and entertaining. Enjoy!

Update on the Saga of the Squatter Who is Also a Landlord...
Property manager (let's call him B) managed to introduce himself to the squatter's newest tenants. They told him that the squatter introduced himself to them as B. So now he's not just pulling the scam I wrote about earlier, he's using the name of the "legitimate" property manager, probably to confuse the courts since the tenants now have a signed lease agreement that looks, at first glance, like it's from B.
