    @h the high dependence of governments on Microsoft has been known about as an issue for a long time, but when open source groups try to get them to use GNU/Linux they only emphasise the cost and not the sovereignty issue.

    I think there was a case in Germany where some city administration switched from Microsoft to GNU/Linux, but they tried to roll their own distro and didn't budget for maintenance and so apparently it just bitrotted until it became unusable.
