The 'problem' #trump is eager to tackle and solve isn't drug use but maintaining a "supply" for the penal 'supply chain', i.e. mass incarceration, esp. among communities of colour (i.e. not those drink champagne -- a rich white people's drug -- like his family and prison owners)
