@nonphatic I think it was basically "this letter isn't taken". But it's surprising that they insisted on single letters for those, when they didn't for ch, sh and zh.
Earlier romanizations has hs and ts, which made a lot of sense, as the spellings look weird, which I imagine helps people not make assumptions about them.
That said, English as such isn't the main concern when making a romanization.
