      I dunno about that BSNL page. But, I know that BSNL FTTH is available for at least as little as 1200 per month in Bengaluru.

          I think the FUP data limit was 50 GB or 80 GB. I don't remember clearly now. And, yes, they had open ports and the connection was suitable for self-hosting.
