Reading up on #forkedoff a bit, and feels like Mastodon has exactly the same problem as Twitter in that it doesn't know if it's a codebase, service, or culture. Compare to long term tech efforts which choose one, and decouple everything else. A protocol needs a tech spec/standard. A service needs a set of legal policies. A culture needs clearly defined values. Don't mix them up into one.
