@augustus In terms of raw numbers, the more powerful half is the cities. Period. The USA is heavily urbanised, in terms of population. Despite all the complaints, population imbalance was foreseen, and viewed as a problem, and corrected for by the composition of the senate and the electoral college - because if it weren't, what reason would compel smaller (population) states to remain in the union?
In terms of viability, the situation is murkier.
