except 'solute' and 'solvent' more have the sense that there is more solvent than solute, whereas 'diluent' might be the minor component.
So maybe just 'substance'?

Full disclosure, I'm looking at the Wikipedia article to help try to wrap my head around this one.
I see 'diluent' is used in medicine compounding, so "active ingredient" might work, there.
