Does anyone know of a Code of Conduct which assumes experience is subjective and focuses on how to reduce negative interactions cooperatively?

All the ones I come across focus on particular acts, and rely on bureacracy/admins for resolution.

Do you think that cocs can change the behavior of people ?
A behavior to reduced negative interactions demands enough social experience or psychological training. A set of rules with people who do not have any social skills or training is only going to antagonize them.
These kind of positive relations occurs when both parties wants them, a set of rules are not going to make them follow them because it's perceived as a threat by both parties, the ones who threatens because they want positive behavior and the ones who are threatened because they set it as a menace to their own behavior.
