@sim The moment that you open the door to some risks, you entertain those that willingly take risks. This is manifestly a bad thing. One wants a nation - nay, a world - of the healthy and wise. Risky behaviour is therefore a problem that should be avoided at every opportunity, if not positively stamped out.
The inevitable few deviants who can't live in such a world - well, we can do without them. And their punishment can be to make up for their social costs.
