One wants a nation - nay, a world - of the healthy and wise. Risky behaviour is therefore a problem that should be avoided at every opportunity, if not positively stamped out.
The inevitable few deviants who can't live in such a world - well, we can do without them. And their punishment can be to make up for their social costs.
