The whole "You need work experience to get a job in the first place" thing isn't so strange. The companies that say that aren't interested in training inexperienced workers. They want other companies to take the expense of doing that.
You'd have to write a law that requires companies above a certain size, or who hire more than a set number workers per year, to include a certain percentage of inexperienced workers among their new hires.
Companies avoid training juniors if they can.
