If the Norwegian government collected all its revenues thorough the VAT, that would make it very easy to pay taxes. It would also cause a riot, because the rate would be 55% at the very least. 55% of Norway's gross domestic gross product is paid in taxes, so you'd have to set the rate at least that high to collect the same amount of revenue. Compare that to 26% for the United States and 34% for the United Kingdom. Over 50% is a tad extreme. The UK's tax burden seems more sane to me.
