The whole idea of groups is that they act as relays across domains, and can contain users that aren't necessarily subscribed to one another. It's a hack, in the sense that a group is just a side-stream of label-designated posts and responses.
Federated tag systems are typically just an index for specific label terms that an instance has already collected, and typically relies on people already following one another and being connected.
