@TheCzar the only laptops i know of that come with linux pre-installed are usually pretty steeply priced. the hardware is pretty good, though.
as for intel ME disabled... not sure. corpo stuff on liquidation always has management tech in it but its cheap. there are BIOSes that attempt to regulate/disable it.
(sorry i can't help more, i don't shop for computers often)

@TheCzar i think ... ... dell? might sell some laptops under 900$ with linux preinstalled, too. among others such as purity and... others. i forget all the names. there's quite a few. i believe other major computer companies that sell linux preinstalls.
