Over & over I see people saying that someone isn't responsible for their followers going after someone they CLEARLY set up as a target. "But he didn't tell them to attack her." No, but he talked about her again & again, negatively & as the wronged party, until his followers saw her as an enemy. We need to recognize this as abuse.
