TL;DR Linus has had a mea culpa moment, and is finally showing leadership, rather than dominance. Good on him, and everyone who's been challenging him on his shitty treatment of kernel developers for years.

I think what happened here is that Google said "either you adopt a proper CoC, or maybe we stop paying your salary".
The wording of the new CoC makes it relatively simple for a manufactured drama to trigger a governance crisis in the Linux project.
