People who identify as trans can choose not to transition for several reasons.
Perhaps they wish to have children biologically before they do, maybe they do not feel the risks of the surgery are worth it, maybe they have grown to accept or even embrace their body as is, etc.
It should be noted however that these people are no less valid than any other, regardless of if you understand their logic or not.
