Make sure they're made aware that this is absolutely incorrect.
This applies to everyone under jurisdiction of any State, no matter what any particular State had signed or not.
The first application of this principle was against the WW2 Nazis and Nazi Germany had definitely NOT signed the Nürnberg Principles.
It is not and was not limited to military either.
