          @alpacaherder @musicman There are some participation requirements that the local government is not meeting. The mayor is doing a good job of shifting blame, but if residents are going to get roads, only PR gov and subdivisions can fix them (with fed funds); likewise, power grid operator AAE is the only entity that can repair the grid (with some fed funds).
          Their failure to maintain their power grid and their highways negatively affects what assistance is even legal to provide.

              @alpacaherder Burns me up that people turn off their brains instead of asking whether the local authorities are doing their part. Usually, "Nobody's helping me" means "I don't want to do what I must do in order for outside assistance to succeed", whether the words come from a local #polly or your 22 year old jobless nephew.
