Someone dear to me who lives in England is trying to move out on her own for the first time, but is very socially anxious -- so I'm trying to find out as much as I can about what's involved in finding a place to rent (she has a budget) and in ongoing living stuff.

I've only ever rented in the US, and not recently. There's a suggestion that renters have to pay some kind of tax up front? (Here, the landlord pays property taxes, and there is no rental tax.)
