    I wonder how a small government that is voluntary would operate where you have to opt into things instead of automatically having to pay into something.


    Or if it is big like now, then something like welfare only applies if you opt-in to it... if you don't opt-in then you don't get any benefits nor are you expected to contribute. If you do opt-in then you are expected to contribute as well as getting the benefits when you need them. 

    Something like this would mean that the government can't just borrow from the pots, and spend however it wants. It just gives people more choice that way.
