    1. No back pay unless Congress specifically authorizes and funds it.
    2. In the past, Congress has done so.
    3. No way to know whether Congress will do so this time.

      @lnxw48a1 S.24 was presented to the President today to either veto or sign. It becomes law in ten days (excluding Sundays) without his signature as long as Congress is still in. We've almost got the back pay issue covered, it seems.
