Strypey@alana that's a great point. One place to research might be groups who coordinated grassroots responses natural disasters like Katrina (#CommonGround collective) or Sandy (#OccupySandy). I don't know if the #CrisisCamp/ #CrisisCommons project is still alive, but that could be another thread to tug on. Disaster response projects like #Ushahidi, #Sahana etc too. Coordination in emergencies is *really* tricky, and depends a lot on pre-existing relationships.
