It's a piece of open source web software developped by members of the Blender Institute (Pablo, Franceso, Sybren). It is at the base of blender.community, blender.cloud and Attract. An old version of it has been forked and modified to make blendswap, but afaik that modified version was kept private, so I wouldn't really call that an open source platform.
