An indefinite state of emergency was declared in Novaya Zemlya, Russia, after polar bears due to melting ice and climate change were pushed by hunger into the main town Belushya Guba (population ~2500), where 52 polar bears were counted at one time, with 6-10 staying full time and other were in other to settlements.
A press release (in Russian) from the Press Center of the Government of the Arkhangelsk Region http://dvinanews.ru/m#-9bgch7xf e.g. points out that the polar bears the state of emergency was declared over can not be shot, because they are endangered, all according to Swedish major newspaper DN.
