After hearing from Jody Wilson-Raybould, my impression is that PM Trudeau has a certain... lack of depth.
He thinks to himself, "Of course I can get involved in this Québec political issue without crossing any ethical nes; and even if there is a certain risk of crossing lines, well, there wouldn't be any real political costs anyway."
A wiser or more cunning political leader would have known better and stayed away.

Another theory, one I've heard from others, is that Justin Trudeau is not used to having to take "no" for an answer.
