I was in Canadian high school in the 90s, and #ClimateChange due to carbon emissions was accepted then (as I'm sure it is in the schools now).

A major source of denial is that the issue has gotten tied into #uspol. Any proposition by political adversaries must be fought.

It was not inevitably a left-right issue:
