      Not really. People have to use utilities, hence the name. People don't have to use Facebook or Twitter.

      Facebook and Twitter would go away if people simply stopped using them. No government intervention required.

        @jonw @lilithsaintcrow I'm not sure I agree. The internet and many services run atop it are increasingly becoming a requirement for participation in modern society.

        Like how the homeless need cell phones to get a job more than they need a physical address these days.
