    If so, they'd seek it in a neighboring country. Asylum is refuge _from_ a country, not about where someone wants to immigrate to. So if one is seeking asylum from Honduras, they would seek it in Guatemala, Nicaragua, etc. Mexico (crossing 2 countries) would be migration, since it's no longer about fleeing the point of origin, but about choosing the destination as a matter of preference.
