I think Canada does have a national identity, it's just a quiet one. Which is not exactly the same as weak.

Part of it is valuing the mosaic instead of the melting pot, "peace, order and good government", taking care of each other (I think part of that is the weather - avoiding leaving people outside to freeze and die).

I used to think Canada didn't have much of an identity, but then as a Canadian I got culture shock a few times, and realized there was more there than I'd thought.
