    three points here.

    - it's something that is being worked on, but requires some thought on how to fix it.

    - not providing this data to instances which choose not to participate in transparency may encourage them to participate in transparency if they care about knowing the reverse.

    - Mastodon should just publish the data as we can infer it anyway using the peers endpoint and colliding. the peers endpoint isn't useful for that on Pleroma as it returns all known instances, including ones where messages are dropped from.
