Not because organizations want to sneak out of their responsibility but mainly because content filtering in many situations *is* a highly individual thing. It is so for "trivial" tasks such as ad blocking, and it quickly gets more complex. I'd love to support and actually help grow such a system that, in example, also might help providing developers with a smart shared approach to automated content-warnings.
