You know how he often ends an episode or scene with a post-resolution quip or pithy insight?
He plans those out in advance. Like, as a planet-threatening scenario is unfolding, part of his mind is already constructing the Perfect Line for when it's all over.
By like season 3 or 4, all the senior officers know he does this and look forward to "what he'll come up with THIS time".
