It is, but this isn't as simple as it seems, for reasons the article explains.

That's an option in theory, in #NZ the #ElectoralCommission does that job, independently from the government. The problem in US states, as the article mentions, is finding anyone trusted to be non-partisan to staff those commissions, and keeping them free from political interference.
