@lnxw48a1 While I can't seem to find sources, in Egypt and Mexico (at least last time I was there (2011 & 2018?) a unfinished dwelling is not taxed. Unfinished = doors and windows on the outer wall(s). In Mexico it is common to see rug/fabric doors and windows in some areas for just this reason. In Egypt it is even more different, they build a second inner wall with the doors and windows in them and leave the outer wall without thus leaving it "unfinished" or just start building a new top level but never finish it. Some are like the Winchester house, you never stop building but it may take a generation or more to complete.
