you'd want to view by list

perhaps filter only that list, some combination of lists, or as an extreme use case NOT a specific list

for circles:

you'd want to be able to dispatch an AP message to just circles, again with the same AND/OR/NOT operations

NOT seems kinda optional here -- why exclude a specific list of people -- but it may be desirable
