One of the roads where I often walk has a sort of gentle undulation to it. Sort of a stretched-out sine wave that is two to four feet from dip to peak.

When I had Samsung’s fitness app, it added all the climbing parts together and presented that as the number of flights of stairs climbed. Apple’s doesn’t. (Possibly not steep enough, or not long enough of a climb to register???)

Just a thought here, maybe the Samsung app is looking at the angles of the step for the difference as to a walking step and a stair step, assuming it is in your pants pocket and there is enough of a change when going up hill.
